provide assistance in location and
expansion of agribusinesses, rural
community programs, and export
development. The Bureau also is
involved in efforts to promote
farmland preservation across the
commonwealth and administers
several farm-related loan
programs, including the Farm
Market Loan Program and the
Agricultural Development
Program of loan guarantees for
family farmers.
Babin has served the Lancaster
Chamber of Commerce and In
dustry since 1900, as staff manager
for community affairs and, since
1902, as Vice President and
Director of Public Affairs. In these
capacities he was responsible for
developing programs in govern
mental affairs, agriculture and
downtown revitalization. Under
Babin’s direction, the Lancaster
Chamber initiated several
programs to increase awareness of
the inter-relationships of
agriculture and business.
Babin serves on the Board of
Directors of the Pennsylvania
Chamber of Commerce Executives
and as Treasurer of the Capitol
Region Council of Chambers. He
has supervised the Associates
