RENNET SQUARE - Paul D.
Mills was elected president of the
Pennsylvania Horse Breeders’
Association by the Association’s
Board of Directors at their June 28
meeting. He succeeds Richard D.
Abbott.
Other officers elected were Gary
D. Reihart, vice president and H.
Morton Smith, secretary. Bernard
J. Daney was reelected treasurer.
Mills had served as the PHBA’s
vice president since 1982 and as
Kansas City's LMIA names president
KANSAS CITY, Mo. - William
B. Deas has been named president
of Livestock Marketing Insurance
Agency, Inc., (LMIA), one of the
nation’s largest agencies
specializing in the livestock in
dustry.
LMIA is affiliated with Livestock
Marketing Association (LMA), the
national trade association of the
livestock marketing sector. LMIA
is a full-line agency, offering a
broad range of coverages for

secretary for four years prior to
that. His involvement with
thoroughbreds traces to the mid
sixties, when he raced a small
stable.
In 1970 he began the develop
ment of Willow Tree Farm in
Hellam, just east of York. It wasn’t
long before the 100 acre site was
transformed into a picturesque,
working horse farm.
Mills’ full-time committment to
thoroughbreds since then has
livestock marketers, producers,
feeders, and transporters.
A 1970 graduate of the University
of Florida, Deas graduated in 1973
from that university’s school of
law. He recently was named 1985
president of the International
Agribusiness Club of Kansas City.
Founded in 1960 to handle the
insurance needs of the marketing
sector, LMIA today also serves the
entire livestock industry with a
variety of specialized coverages.

“cradle to grave affair, breeding,
raising, training and racing.”
The success of his committment
is easily measured by checking the
list of leading award recipients
from the Pennsylvania Breeding
Fund. From 1977 through 1982,
Mills led that list, and last year he
was second with $57,378.
He has been a member of the
PHBA’s Board of Directors since
1976, and a member of the
Breeding Fund Advisory Com
mittee for the past six years.
Reihart left his real estate
business three years ago to fully
pursue his career with
thoroughbreds. He operates Flying
R Stables in Dillsburg where he
stands Shining Sword, and is a
licensed trainer.
Smith is a retired investment
banker from Emmaus, who has a
lifelong involvement with horses.
He is currently active as an owner
and a breeder.
Daney is vice president of
Brandywine College and a partner

WASHINGTON, D.C. - The
owners of Baum’s Bologna, Inc., a
Pennsylvania meat packing firm
that purchased livestock
throughout Pennsylvania and
Virginia, have agreed to a $3,500
civil penalty and a cease and desist
order from the U.S. Department of
Agriculture.
B.H. (Bill) Jones, head of
USDA’s Packers and Stockyards
Administration, said Clair G. and
Glenn S. Baum, of Elizabethtown,
agreed to the penalties to settle
charges that they operated while
insolvent, wrote bad checks, and
failed to pay promptly for
livestock.
They were also ordered to cease
and desist from soliciting credit
agreements by misleading sellers
to believe that they do not waive

P&S trust provision by extending
credit.
In agreeing to penalties, the
Baums neither admitted nor
denied the charges which were
filed in July 1983 by USDA in an
administrative complaint under
authority of the Packers and
Stockyards Act.
The firm, which is now out of
business, was placed under a cease
and desist order, similar to a
permanent injunction, to insure
future compliance with the P&S
Act.
The P&S Act is an antitrust, fair
trade practice and payment
protection law. It is designed to
maintain integrity in the
marketing of livestock, poultry
and meat, and in the marketplace.
