ANNAPOLIS, Md. - Sec. of the Md. Department of Agriculture (MDA) Wayne A. Cawley, Jr., has announced the imposition of a quarantine on parts of Cecil, Harford, Kent and Queen Anne’s counties to control or retard the spread of the corn cyst nematode. Block reports he intends to appoint Kathleen Lawrence as deputy under secretary of agriculture for small community and rural development. Lawrence, who had been deputy director of the U.S. Department of Agriculture’s Office of Rural Development Policy, would succeed James H. Johnson who will leave the ad ministration for a position in the private sector. “As deputy under secretary, Kathleen Lawrence will bring to this position not only an excellent grasp of the rural policy problems facing us today, but the kind of management background we need,” Block said. “As someone who knows the workings of Washington and government, she has a reputation for getting things done.” As deputy under secretary, Lawrence would share respon siblility for general oversight and policy development of the Farmers Home Ad ministration, Rural Electrification Ad ministration, Federal Crop Insurance Cor poration and Office of Rural Development Policy. Lawrence also would serve as Block’s representative to the Pacific Basin Development Council, which is charged with planning and assisting with the development of the United States’ Pacific territories. Prior to joining USDA, Lawrence served as president of the Lawrence Company, a management con sulting firm.
