Eckroade, poultry pathologist at
New Bolton Center.
Dr. Card, outlining the Johne’s
situation, said that “we got a real
problem” with it.
“Fecal culture is the only good
way to diagnose it and we don’t
have the space or the people to do
them.”

Card cited the lack of regulatory
funds to handle testing and control.
“For rabies, there is not enough
diagnostic capibilities in Penn
sylvania to test farm animal ex
posure.
“Here are three diseases we
don’t have facilities to handle.
Funds are needed for diagnostic
work, regulation and field in
vestigating personnel to work with
farmers on management and
cleanup programs.”
Dr. Eckroade, whose prompt
diagnosis first identified Avian
influenza just about a year ago,
tenped the disease “the most
disastrous in livestock in this
century.”
“All labs in the state are not

adequately funded to handle a
disease such as Avian influenza,”
he said.
“The labs live on shoe-string
budgets and have fallen into dif
ficult times.
“We need to upgrade our
facilities and personnel.”
Both Drs. Card and Eckroade
cited the specific need for isolation
containment lab facilities in which
disease and virus studies can be
safely conducted.
In addition to limiting the scope
of work that can be done on the
diseases, the veterinarians cited
the federal grants and other
monies that are lost to Penn
sylvania because of the lack of
such a facility.
