Milk Security Bill The new Milk Security Bill, H.B. 1969, was given a final review and reported out of the House Com mittee on Agriculture and Rural Affairs this week. Several admendments were added to the new bill, including a provision that the Pa. Milk Marketing Board may place a dealer on a cash on delivery payment basis if needed and another setting up penalties for violators of regulations. The Milk Marketing Board approved April 16 the temporary deregulation of lowfat and skim milk until hearings are held to decide whether to continue deregulation permenantly or to set new minimums. The temporary deregulation was to go into effect April 23, however. Judge Rambo issued the retraining order April 20. Culling is done as a management practice and to promote the growth of the stronger heifers. While this philosophy presents some guidelines, Melvin said he constantly looks for ways to im prove his herd and his farm. Through the tools available to him, he said he has found ways to stay above the economic situation. “The economic situation makes us pull our ends in more,” Melvin said.
