CAMP HILL - The Penn sylvania Fanners’ Association (PFA) has hailed a major, legislative victory for fruit and vegetable producers which will enable them to recover an estimated $64 million lost every year on payment due for produce sold to produce buyers who are insolvent or go bankrupt. Congress approved an amend ment to the Perishable Agricultural Commodities Act (PACA), last week, which will require produce buyers to main tain enough assets in a statutory trust to cover their obligations to produce sellers. The legislation is now awaiting President Reagan’s signature. PFA president Keith Eckel of Lackawanna County, himself a vegetable producer and dairyman, said, “This much-needed reform takes an unnecessary risk out of the business of growing fruits and vegetables. It will help produce sellers like myself collect from a buyer who is slow in making payments or who fails to come up with the rightful payment.” Eckel represented PFA and is nationwide affiliate, the American Farm Bureau Federation, in supporting the PACA amendment in testimony last November before House and Senate agriculture subcommittees.
