loans until new legisla
tion is enacted, ac
cording to a memoran
dum of understanding
between the agencies.
Until legislation was
passed late last year
reopening Small
Business Administra
tion disaster loans to
eligible farmers
generally, only a ’united
number were eligible
for the loans under
terms of a 1980 law. The
1983 law, PL 98-166, end
ed that limitation.
“Providing farmers
with a choice between
the two agencies not on
ly requires both agen
cies to be prepared to
handle a very sizable
workload, but also risks
possible duplication of
benefits to farmers,”

Shuman and SBA Ad
ministrator James C
Sanders, said in the
memo.
“We do not believe
this is an appropriate
use of limited govern
ment resources. While
the limited exception for
the Small Business Ad
ministration to make
disaster farm loans has
expired, there are bills
in the Congress which
will once again give the
primary responsibility
to the Farmers Home
Administration. The ad
ministration strongly
supports this legislation
and we anticipate its
enactment in the near
future.”
Reports that some
farmers had obtained
loans from both agen
cies, without the agen
cies’ knowledge of the
“double dipping,”
the restrictions adopted
by Congress in the 1980
act, Shuman said.
