ownership and rights to use water
as established by Pennsylvania
law ia not a single body of law,
according to Timothy Weston,
Assistant Deputy for Resources
Management, Pa. Dept of En
vironmental Resources.
Weston, speaking at the first
session on Water in the Delaware
River Basin at the Honesdale High
School last Wednesday evening,
said that Pa. Water Law is a
compilation of court decisions
based on English Common Law
which has developed over the past
two hundred years. The failure to
adopt comprehensive water
ownership or right to use law has
permitted some users to pump
excessive amounts of ground
water, dry up many neighboring
wells and avoid any responsibility
for compensations to those who
lost their water.
However, Weston, said, within
the Delaware River Basin, the
interstate compact between New
York, Pennsylvania, New Jersey

Wayne water meetings continue
and Delaware does provide some
protection for present water users
through the regulation of new wells
drawing 10,000 gallons per day or
more.
The principal objectives of the
compact are to maintain water
quality and quantity within the
Delaware River Basin. The
compact, established in 1001 was
adopted as a result of continuous
problems of water allocation to out
of basin users (New York City)
which could affect water quality in
the lower basin during periods of
droughts. At the present time,
there is an agreement between the
states to reduce withdrawals for
New York and New Jersey use
during drought periods and
Philadelphia and Camden will
institute major conservation ef
forts to avoid salt water intrusion
into the lower basin.
Additional meetings of this
series conducted by the Wayne
County Planning Commission and
the Wayne County Cooperative
Extension Service were scheduled
authorized distributor for

NEDCO makes payment
SYRACUSE, N.Y. - Northeast
Dairy Cooperative Federation
(NEDCO) announced today that it
has paid $500,695.59 to Glen &
Mohawk Milk Association, Inc.
Edward McNamara, President
of NEDCO, explained that a part of
this amount was owed for certain
assets NEDCO had acquired from
Glen & Mohawk. It was ap
proximately $300,000 greater than
the net amount actually owed to
Glen & Mohawk by the
Cooperative. The difference

According to McNamara, the
overpayment enables Glen &
Mohawk to finish paying
Fultonville producers for milk they
were not paid for last May and
June.
McNamara explained that
NEDCO will now be in the position
of attempting to collect the offsets
from Glen & Mohawk, instead of
exercising its right to deduct these
offsets prior to settling with Glen &
Mohawk.
