Missouri’s leading farmers last
spring which showed an amost
unanimous concern for doing more
to protect cropland against
erosion. Though many farmers
said they prefer to rely on present
voluntary programs, 44 percent
supported adding some degree of
compulsion. “One technique is so
called cross compliance attached
to government acreage and price
support programs,” Breimyer
said. “A farmer would be required
to meet minimum standards of soil
protection in order to qualify for
program benefits. I predict that
cross compliance will be in-
troduced within a few years "
Another key issue to be dealt
with, he said, is just what form the
American farm should take in
order to survive.
“Farmers nationwide are
concerned for their propnetanal
integrity. To many just now the
term may mean financial survival.
The broader meaning is who will
own and control the land and the
status of the farmer who farms it.
“This is certain to be a sensitive
topic in Delaware with its com
bination of contractual integration
in broilers and more traditional
market buying and selling in com
and soybeans. Anyone looking at
agriculture with honest eyes would
have to say broilers are closer to
the model for the future than are
com and soybeans... To some of us
it seems incongruous that all farm
organizations declare their
preference for a traditional
propnetanal agriculture,
something close to the famiK
farm, yet few are trying to do
anything about it.”
Turning to the economic outlook
for the rest of the 1980 s, Breimyer
admitted that making predictions
can be hazardous. He said even
now the situation in agriculture is
being misread. “We met our eyes
and elevate our tempers as we look
at the weakening international
market. However, the biggest
negative force in the 1980 s has been
our own Depression, which is only
now being alleviated.
“In our preoccupation with
export trade we have forgotten
that three-fourths of the products
of our agriculture go to our own
consumers. When those consumers
face unemployment and tight
