Maryland Secretary of Agriculture Wayne A. Cawley, Jr., says Maryland far mers planning to use migrant labor this season should be aware of a new law which requires all farm labor contractors to register with the Maryland Department of Licensing and Regulation, Division of Labor and Industry. “The law went into effect January 1, 1983”, Cawley says, "and so far, Nancy B. Burkheuner, deputy Commission of Labor and Industry, has informed me that very few registrations have been received.” “The law requiring registration defines a ‘farm labor contractor’ as any person, other than an agricultural employer, an agricultural association or an employee of an agricultural em ployer or an agricultural association, who for any money or other valuable consideration paid or promised to be paid, performs any farm labor contracting ac tivity. “Generally speaking, it is not meant to cover farmers who hire local workers. Farm labor contracting activity includes recruiting, soliciting, hiring, employing, furnishing, transporting or housing migrant agricultural workers. “A Maryland Farm Labor Contractor Certificate of Registration is valid for 12 months and may not be transferred or assigned. A fee of $l5O and two passport size color photographs must be submitted with each application.” “Once issued, the certificate must be carried by the farm labor contractor and exhibited upon request to authorized persons”, Cawley said, adding that it takes about two weeks to process the application.
