1 DALLAS, Tx. A statewide
farm leader said farmers are
facing tough economic problems.
Keith Eckel, president of the
Pennsylvania Farmers’
Association made this observation
here as the 64th Annual Meeting of
the American Farm Bureau
Federation.
“Farmers are suffering from
high production costs and low
incomes," Eckel said, “But we
must be careful in seeking quick
solutions to these problems.

against inflation because in my
opinion inflation is the reason for
economic stress down on the
farm.”
The farm spokesman praised the
efforts of- president Reagan to
bring down the inflation rate.
Reagan spoke at the convention
yesterday.
“In our state dairymen are
suffering from surplus stocks and
a new 50 cent per hundredweight
assessment in an effort to cut
production,” Eckel said. “This
approach will not work. We need to
develop a better plan for the dairy
industry. A plan that is fair to the
fanner and as free as possible
from government's heavy hand.”
The farm leader said that his
organization would support the
;-a
convention
“crop swap” program proposed by
the president.
Under the administration’s
proposal a farmer who takes ad
ditional acres out of production
would be able to swap what he
didn’t grow for a certain amount
of the commodity already in
surplus. The farmer can then do
with it as he wishes.
Eckel said the crop swap could
reduce production through a
further cutback in planting,
decrease surplus stocks, and avoid
increased federal budget outlays
that would otherwise be necessary
under the price support programs.
Fanners would have the same if
not greater income according to
Eckel, because they would avoid
production costs.
