Peter C. Myers, chief of the U.S. Department of Agriculture’s Soil Conservation Service, said last week the funds are from sup plemental appropriations provided under the Rural Abandoned Mine Program administered by the secretary of agriculture. Congress authorized the program in the Surface Mine Control and Reclamation Act of 1977. The purpose was to provide individuals with cost sharing and technical assistance in their efforts to reclaim non federal land disturbed by coal mining operations.
