agreeing to vote yes or no on the
siting of the hazardous waste
landfill at Narvon. LEAF’S
position was that the committee
was part of an independent review
process and that it was not the
committee’s purpose to approve or
disapprove of the site. Although it
was quite obvious that ESI wanted
the committee to approve the site,
the committee members declined
to do so.
c. At the PPC’s final meeting,
members hammered out the
wording of the Summary Report.
After that meeting and before the
news conference, ESI represen
tatives tried unsuccessfully to
water down the report so as to cast
ESI in a more favorable light and
to alter the wording of the Report’s
findings on Narvon Road to allow
ESI to use the road temporarily to
haul hazardous wastes until it
would be upgraded to more ac
ceptable levels.
The PPC Summary Report
clearly states its position:
“The Committee, ESl’s com
sultants and ESI all agree that
Narvon Road, in its present con
figuration, is not capable of han
dling the traffic which this facility
will generate without imposing
unacceptable inconveniences and
risks upon other users and
residents along the road. Narvon
Road will have to be rebuilt and
upgraded or an alternate access
from Route 322 provided before the
facility is operated. ”
d. Delisting-Members of the
PPC learned of the delisting efforts

of ESI through newspaper articles.
The PPC believed this showed poor
judgment of the part of ESI
management.
e. All along, ESI officials have
maintained that the Narvon site
will be for inorganics only.
However, from July to October
1980, ESI had a Temporary permit
at their Lanchester facility to
process BASF Polyglycol wastes
(organic material). After three
months, OER determined thatthe
ESI process would not work with
this substance (significant
leachate occurred) and the permit
was terminated. During meeting
#5, Brian Bennett stated “that ESI
could not say that it would not take
organics, it all depends on what the
waste is.”
According to DER records,
almost 9% of the wastes accepted
by ESI at its Lanchester facility
contain measurable amounts of
organic compounds which may not
lend themselves to being processed
by ESI methods. We question the
reliability of ESl’s statements
concerning the wastes they would
be accepting at Narvon.
After careful consideration of all
available data, we have concluded
that the Narvon Clay Mine is not
the place for a hazardous waste
landfill. We recognize the need for
safe disposal of hazardous waste
materials, but we feel that the
proposed facility presents too
much of a danger to the
agricultural economic base of the
region and to the health and safety
of county residents to be placed at
the headwaters of the Conestoga
River.
