A32—Lancaster Farming, Saturday, April 17,1912 WASHINGTON, D.C. - The U.S. Department of Agriculture has revised allocations, by country and commodity, under Title I/in of Public Law 480, the Food for Peace program. These allocations are in effect for fiscal 1982. Title I of P.L. 480 is a con cessional sales program designed to promote exports of agricultural commodities from the United States and to promote economic development in recipient coun tries. The program provides long term loans for up to 40 years, with a 10-year grace period at low in terest rates. At least 75 percent of the commodities provided under Title I must go to poorer countries with per capita incomes below 8730 annually. Food for development programs under Title 111 provide for the forgiveness of the debt incurred under Title I, based on ac complishments in development programs and projects, as mutually agreed upon by the United States and recipient countries. Under Secretary of Agriculture Seeley G. Lodwick said the revised plans provide for the distribution of $693.5 million in planned com modity shipments. Shipments of food under the Title I/m program will probably total about 3.4 million metric tons for the fiscal year, Lodwick said. This includes a small quantity programmed during fiscal 1981, which was shipped after Sept. 30, 1981. Country' allocations which have been changed include the Title 1/Q1 allocations for Bangladesh, increased to $55 million, and Liberia, increased to $l5 million. Lodwick said the revised allocations meet the legal requirement that not less than 75 percent of food aid commodities be allocated to friendly countries that meet the International Develop ment Association’s poverty criterion. Eighty-one percent of the Title I/IQ food commodities are presently allocated to coun tries meeting this criterion, he said.
