surance Corporation from one
under secretary of agriculture to
another.
The agency, previously super
vised by Seeley Lodwick, under
secretary for international affairs
and commodity programs, will be
transferred to Frank Naylor,

tings will eventually be compiled
in a book entitled God Loves
under secretary for small com
munity and rural development.
“This move will provide in
proved balance by grouping
together those agencies which
offer essentially financial
programs,” Block said. “They
include Farmers Home Ad
ministration, Rural Electrification
Administration and now the all
risk crop insurance program.”
Block said the transfer will also
allow agencies reporting to Lod
wick to concentrate on production
programs to meet growing
demand and on developing new
markets for farm commodities.
The Federal Crop Insurance
Corporation was created by
Congress in 1938 to insure crops
against unavoidable losses and to
develop the most practical plan,
terms and conditions of insurance
for agricultural commodities.
Currently the agency is working
toward a goal of reinsurance which
will offer farmers an all-crop, all
risk insurance through the
cooperative efforts with private
insurance corporations, Block
said.

enjoy the uniqueness of each farm
and the admirable qualities
displayed by those involved in
agriculture. In current times when
taxes climb and utility rates
double, it’s refreshing to meet
people who still believe in co
operation, dedication, hard work.

“First Furrows," a watercolor painting by
Carol Slusser Fraind, depicts the farming life,
known to this artist as the better life. Fraind
says she tries to make her paintings as

and independence.’'
The concept for “First Furrow,”
the picture shown was several
years in the making, according to
Framd. “I try to make my work as
authentic and realistic as possible.
Fortunately many people helped
me to achieve this goal.
“Recently I read that American
farmers are the glue that holds this
