Everett Rank, administrator of USDA’s Agricultural Stabilization and Conservation Service said the program, designed to share with farmers that cost of buying livestock feed in emergencies, was being terminated as a money saving measure in view of the urgent need to reduce the federal budget. He said. the program is discretionary and could be started again should conditions merit. Rank said county ASCS offices have been instructed to process program emergency feed applications received by March 9 in accordance with normal program procedures. Applications filed after March 9 but no later than April 8 may be approved, if eligible. Rank said. However, he said, cost-sharing assistance for these applications will be limited to livestock feed purchased no later than March 9 and on hand at the time the ap plication is filed. Comments cn the interim rule which appear in the March 9 Federal Register are requested and must be received by May 10.
