Two key factors are concentrating funds and USDA personnel in areas with the greatest soil losses. Another section introduces a block grant program of matching funds for states to correct their erosion problems. Funding for both proposals would come from existing USDA soil conservation programs, reports the SCS spokesman. State Bull Test ITHACA, N.Y. - The New York State 1981-02 Bull Test at Cornell University’s Livestock Teaching and Research Center at Harford has been authorized by the American Polled Hereford Association as an official test for those Polled Hereford bulls enrolled in the performance program. The American Polled Hereford Association will publish data on the bulls completing the 140-day test and the breeder and owner of the top gaining bull will be given plaques. The official recognition of the New York Bull Test by the American Polled Hereford Association is the result of a cooperative effort by Joe Lewis of Pulaski, president of the Empire Polled Hereford Association; Bill Greene, Extension livestock associate at Cornell University; and the Bull Test sponsors—the New York Beef Cattlemen’s Association, the New York State Department of Agriculture and Markets and Cornell University.
