Water legislation to highlight Thursday’s PEC PHILADELPHIA Governor Dick Thornburgh will be the principal speaker at lunch' at the Pennsylvania Environmental Council’s 13th Annual' Meeting on "Managing Pennsylvania’s Water Resources”, Thursday, October 29, at the Sheraton Penn' State Inn, State College.
