Rural free deltoiy celebrates 85 years of helping

The 85-year-old tradition of ren
dering "Service with a Smile,’’
however, officially began on Oc
tober 1, 1896 out of Charles Town,
Uvilla .and Halltown, West
Virginia.
While the mode of transportation
has changed since that tune, a
rural leter carrier continues to
operate as a “Post Office on
Wheels” and performs a variety of
‘ 1 bey ond-the-call-of-duty ser
vices,” such as helping the han
dicapped, blind and the elderly pay
their bills.
Rural Delivery has grown from
serving over 10 million American
families in 1970 to over 15 million in
1980, as the Nation’s population has
shifted to rural areas within the
past decade.
"For the first time in 160 years,
rural areas and small towns are
growing at a faster rate than
metropolitan areas,” according to
a study conducted by U.S. News &
World Report. Statistics of the U.S.
Department of Commerce reveal
that the population of non
metropolitan areas increased from
53.2 million people in 1970 to 61.4
million in 1980.

Fellow Pennsylvanians:
House bill 1483 is a dangerous infringement on the FREEDOM
AND PROPERTY RIGHTS of all citizens of the Commonwealth.
You should request a free copy from your representative.
H 81483 says:
“The water resources of this Commonwealth are public
natural resources held in trust by the Commonwealth
for the benefit of all the people.” Page 7 line 18
HB 1483 provides the right of EMINENT DOMAIN for, not only
a bureaucracy of the Commonwealth but for certain public
utilities-the right to CONFISCATE the water from your well, even
after you paid tor a permit.
HB 1483 provides, “duly authorized agents are authorized at
all reasonable times to enter and examine any property,” “the
owner shall give the agents ifree and unrestricted access." “Upon
refusal to grant entry or access, the agent or employee may
obtain a search warrant...” Page 42,43.
YOU MUST cry out against this infringement on YOUR property
rights.
If you want the ‘state’ to monitor and control the surface and
ground water on your property vote “yes”.
If you want to control your water rights without ‘state’ control,
VOTE “NO".

suburban and urban areas to rural
communities often do not realize
that along with country living
comes a different type of mail
service. Rural Free Delivery is
unique because the rural letter
carries operate as a “Post Office
on Wheels,” rendering ail those
services provided at a local post
office.
Specifically, rural carriers sell
money order applications and
stamps, as well as affix the latter.
They register and insure certified
mail. Also, they deliver and pick
up letters and parcels.
In addition to providing a variety
of postal services for the past 85
years, rural carries make the
effort and take the responsibility to
help out their patrons in a personal
way.
' “Quite often, rural carriers have
been known to save their patrons’
lives,” said Wilbur S. Wood,
President of the National Rural
Letter Carriers’ Association. “If a
patron’s mail accumulates, it tells
the earner that the patron may be
seriously ill or may have suffered a
stroke and is collapsed on the floor.
In such cases, the rural carrier has
been known to call a hospital and
then provide first-aid until medical
assistance arrives.”
