Associations of York have an
nounced the appointment of Robert
E. Vinson as General Manager.
Prior to joining the York
Associations, Vinson had served as
Associate Manager, Credit and
Operations, for Uie Farmville
(Virginia) „ Farm Credit
Associations.
Bom in Portsmouth,' Va., and
raised in Arkansas, he received his
Bachelor’s Degree in Business
Administration from the
University of Arkansas. Following
graduation, Vinson was employed
by Perdue, Inc., then joined the
Waverly/Southside (Virginia)
Farm Credit Associations as
Assistant Manager in 1976. He
joined the Farmville Associations
in 1979.

Vinson is married to the former
Cindy Bryant of Murfreesboro,
N.C., and they have two children,
Betsy and Bryan. They will live in
York.

WASHINGTON, D.C. - A top
spokesman for the agricultural
chemicals industry recently called
for changes in the data protection
laws to help meet increasing
demands for the development of
safer and more effective
pesticides.
“If continued research and
development of pesticide products
is to be assured, a registrant’s
proprietary right in the date he has
submitted must be protected by a
system which prohibits the use of
data by competitors for a
reasonable period of time
following submission of the data to
EPA,” said Jack D. Early,
President of the National
Agricultural Chemicals
Association, during oversight
hearings before the House
Agriculture Subcommittee on
Department Operations, Research
and Foreign Agriculture.
Specifically, Early proposed the
Federal and
Rodenticide Act be amended to
allow pesticide producers an
“exclusive use period of 15 years”
for data they have submitted to
EPA after September 30, 1978 to
either support an application for a
new active ingredient or to, amend
a previously registered pesticide
foranewjuse.
In addition, the NACA executive
proposed amendments to the Act
that would require registrants to
“jointly develop and pay an ap
propriate share” of the cost for
producing defensive data for EPA,
and would confine disclosure of
research and test data to a “public
reading room” at EPA’s
headquarters.
