Farm Bureau says spending is out of control
WASHINGTON, D.C. -
Charging that the federal fiscal
system is “clearly out of control,”
Farm Bureau warned that federal
spending will reach the one trillion
dollars per year mark m five years
unless current taxing and spending
trends are reversed.
Speaking for the American
Farm Bureau Federation, Harry
S. Bell, president of'the South
Carolina Farm Bureau and a
member of the AFBF board,
testified before a Senate judiciary
subcommittee in support of Senate
Jomt Resolution 43 which proposes
an amendment to the Constitution
that would alter federal fiscal
procedures.
Federal Spending is clearly
excessive in terms of the tax
payer’s ability to pay, Bell said,
and. continuing federal deficits
have fueled an inflation that

supports the four-point economic
recovery program now before
Congress, noting that on balance,
the package is a fair, evenhanded
solution to getting this country
back on its feet.
“Our (Farm Bureau’s) objective
is greater fiscal responsibility, and
we will support any proposal that
moves toward this goal,” Bell said.

problems,” Bell said. “Our point is
that m order to get a hold once and
for all on inflation requires a limit
on the amount of resources the
federal government can spend.”
Bell concluded by saying that
SJR-43 is a “step m the right
direction” and illustrates real
progress toward fiscal respon
sibility but should be modified to
assure that federal spending be
limited to a fixed percentage of the
gross national product.
CCC sells
sample
grade
corn
WASHINGTON, DC-
The Commodity Credit
Corporation has com
pleted selling about four
million bushels of
government-owned
“sample” grade com
back to the private
market, according to
Edward Hews, acting
CCC executive vice
president
The com, marketed
from early February
through the end of
March, was part of 160
million bushels CCC
purchased last year
following the embargo
of gram shipments to
the Soviet Union an
nounced January 4,
1980.
Hews said the com
had been designated,
“sample” grade
because a high per
centage of kernels were
cracked and broken
through shipping and
handling, and had to be
sold to prevent losses
due to further
deterioration of the
gram.
No further sales of
ferings of storable CCC
owned com will be
made before May 15, the
final loan settlement
date for com held in the
farmer-owned grain
reserve. Hews said.
“In selling these four
million bushels, CCC
made every effort to
avoid disrupting local
markets,” Hews said.
“The prices received
ranged from $2.05 to
$3.52 per bushel,
depending on quality
and location dif
ferentials.”
About one-fourth of
the corn sold was
located m Texas, with
sales of lesser amounts
in 13 other states, Hews
said.
About 71 percent of
the sales were made to
the warehouse m which
the com was stored.
