Grain official predicts silver lining to embargo
LANCASTER American
agriculture will recover from the
temporary malaise caused by the
U.S embargo on grain shipments
to the Soviet Union and, in the view
of one export official, ultimately
could be the better for it
Myron R Laserson, senior vice
president - merchandising, World
Gram Division, Continental Gram
Company, said that had the em
bargo succeeded in stopping the
flow of food to the Soviet Union, it
would have been a greater setback
to the industry and to America’s
grain producers
But, according to Laserson, “If
the Soviet union remains able to

U S has the ability to compete
with other suppliers
“We need only the demand to
keep us in the marketplace when
other restrictions are removed,”
he said
“We are fortunate to be in an
industry which thrives on even
needs .competition in order to
prosper We know we can com
pete ”

Laserson told members of the
grain Elevator and Processing
Society that one major Soviet
question about the embargo is a
concern that as they get supplies
from elsewhere, the U S incentive
to produce will diminish and with
it, the thrust of investment in plant
and innovation
“If the embargo should continue
or expand, I think it is safe to say
some would share that concern,”
he continued
Laserson, however, says he is
hopeful the embargo will be lifted
and grain shipments will resume to
the Soviet Union under an ex
tended agreement or a new.

chase of processed foodstuffs such
as flour, compound feeds and
soybean meal For the future, he
sees this as “in the interests of both
nations to allow the U S to add
value to its raw materials
Ultimately, we can visualize a
broadened opportunity for an even
larger segment of American in
dustry to compete ”
In a look ahead, Laserson said
the use of gram for industrial
purposes, i e sweeteners,
gasohol will grow “On balance,
if gram is a viable altw-nt-ve to
other products if it is more ef
ficient and/or less costly the
increase m utilization can be a
blessing to the farmer, stimulating

production incentives and en
couraging innovations leading to
lower unit costs ”
Laserson argued that the future
for gasohol is still unclear
“Problems should be expected if
the need continues.for subsidies or
tax abatements, because subsidies
require controls and bureaucracy
In an industry which works best
when free of artificial restraints or
unrealistic incentives, such con
trols would be counterproductive,"
he said
