Tax incentives available
for woodland owners
LITITZ Eastern
woodlands are disappearing
at a much faster rate than
prune farmland, notes John
F. Kundt, extension forestry
specialist and associate
professor of horticulture at
the University of Maryland.
Much of this loss can be
attributed to urban sprawl,
Dr. Kundt notes, and it
should be cause for future
concern by firewood con
sumers as well as paper and
lumber manufacturers
In an effort to help slow the
loss rate. Congress last year
passed the Packwood bill
(Public Law 96-451), which
authorizes the Internal
Revenue Service to allow
federal tax incentives to

reforestation purposes.
These amortization and
tax credit provisions apply
only to reforestation for
timber production pur
poses—not for Christmas
tree growing or other or
namental purposes.
However, Christmas trees
do qualify for capital gams
purposes and allowances for
depletion. But this
qualification should not be
confused with the amor
tization and tax credit
provisions of the new
Packwood bill.
Kundt has received word
that the U.S. Department of
Agriculture is ‘ cooperating
with the Forest Industries
Committee on Timber
Valuation and Taxation in
preparing a booklet which
further explains provisions
of the Packwood bill for
woodland owners.
