Senate-House Conference
Committee Tuesday ap
proved a one year extension
of the Federal pesticide
regulatory program of the
Environmental Protection
Agency but provided for a
congressional veto of any
new regulations proposed
under the program.

Breeders Cooperative young
sire sampling program is
Sukavin Apollo Chief, bred
by Robert Kauffman, Jr., of
Peach Bottom, Lancaster
County. One of 40 Holstein
bulls to enter Atlantic’s
program this year, he will be
known as 15H375 Sukavin.
During sampling, he roll
be mated randomly to about
600 Holstein cows through
artificial insemination
service uj members’ herds.
He will remain at Lancaster
headquarters barns for the
next four years as he con
tinues to grow and await
evaluation of his progeny.
If the results prove
satisfactory, Sukavin will
then see extensive service
throughout the
Cooperative’s 11,000-mem
ber area and his semen may
be marketed to other parts of
the world.
The bloodlines in this
young bull’s pedigree are
specially selected for
Atlantic’s breeding
program. His dam is
Sukavin Apollo Tina, a cow

The conference committee
approved a House provision
giving Congress 90 days in
which it could veto a
proposed FEFRA rule or
regulation by a vote of both
Houses. But the provision

Sen. Herman E. Talmadge
(D-Ga.), chairman of the
Senate Committee on
Agriculture, Nutrition, and
Forestry, offered the motion
to accept the House’s
congressional veto
provision, as modified by the
judicial appeals procedure.
“Although, questions have
been raised about their
constitutionality, Congress
on several occasions has
overwhelmingly approved
legislative veto provisions,”
Talmadge said. “There is a
strong feeling that
legislative vetoes offer a
good way to prevent the
Federal bureaucrat from
abusing their regulatory
powers.
“However, because of the
serious constitutional
questions raised by
legislative veto statutes, I
also believe that it would
benefit all concerned to
obtain a definitive' ruling
from the Judiciary on the
House provisions as soon as
possible,” Talmadge added.
“There have already been
too many long, drawn out
lawsuits that have tied up
the implementation of the
pesticide law.”

would be required to submit
all proposed new FIFRA
rules and regulations to
Congress at the time they
are promulgated. Congress
then would have 90 days in
which to veto any proposed
rule or regulation by the
adoption of a concurrent
resolution by both Houses.
However ERA* could put
any rule or regulation into
effect after 60 days if neither
the House nor Senate had

The Conference bill also
contains a House provision
authorizing the chairman of
the FIFRA scientific ad
visory panel to create
temporary sub-panels on
specific projects. It also
provides that scientists who
are not members of the
scientific advisory panel
may serve on these special
sub-panels.
