The amendment, ap
proved by voice vote, was
attached to H.R. 7998, the
Labor/Health and Human
Services/Education Ap
propriations bill. It states
that no funds appropriated
under the Act may be used to
prevent the implementation
of programs of voluntary
prayer and meditation m the
public schools
“The amendment is a
preventative measure,”
explained the Pennsylvania
legislator.

date, nor has any money
been authorized for that
purpose However, the
Secretary of Education has
tried once to act on her own,
in contradiction to the intent
of the Congress. She may try
again Therefore, I feel it is
necessary to have this
provision written mto the
law m an effort to avoid any
possible federal intervention
in the future,” he added.
