Mathias Jr., of Maryland, last week introduced legislation encouraging farmers to resist the pressure to sell their land to developers and to keep their land in agricultural production. The Farmland Develop ment Rights Act would offer tax advantages to farmers similar to those now offered to homeowners so they will participate in state programs designed to preserve farming land. Mathias said his bill tracks programs in New York, New Jersey and Maryland where farmers can sell the development rights of their property to the state. The state purchases an easement on the property which prevents the owner from David and Jim Patrick, Maple Dell Farm, Woodbine, Md. Grand Champion Female - Karen L. Clark, Woodbine, Md. The Mathias bill will allow a farmer to use the proceeds of these sales to buy more farmland without having to pay a capital gams tax. It will also allow a one-time only tax exemption of $lOO,OOO if the farmer is over 55. Mathias observed that since the states have limited funds available for these programs, the development rights are often sold for less than market value. “My bill will narrow the financial gap by allowing the farmers to treat the dif- Robert Stiles & Sons, Waverly Farm, Clear brook, Va.
