farm bill of rights
LANCASTER - Robert B.
Delano, president of the
American Farm Bureau
Federation, Tuesday called
for a “farm and ranch bill of
rights” to assure a free and
productive American
agriculture.
Delano said at the annual
meeting of the Louisiana
Farm Bureau that state and
federal regulations often
abridge the farmer’s right to
farm and manage his own
business.
Among the “rights” that
Delano said need reem
phasis are the rights to own
property for farm and ranch
use...to develop markets and
have free access to them...to
use technology and the
available tools of produc
tion...”
The farmers rights to farm
and to represent himself
through farm organizations
of his choice are being
challenged by labor unions,
environmentalists, social
scientists and liberal

federal government’s power
of forcing property transfer
through eminent domain,
Delano said that eminent
domain should be a state
right, and it along with
zoning should occur at the
lowest practical government
level.
“Many local and state land
management rights have
been compromised by
federal agency rulings on
water, flood plains, air,
housing and preservation,”
Delano said.
The Soviet Umon gram
embargo is a glaring
example of government
interference with
marketing, Delano said.
He added that m this area
“the only proper role of
government is to help
develop a favorable climate
m which marketing can be
conducted in the best in
terests of buyers and
sellers.”
