The key proposal in the
recommended decision
would change the ad
vertising and promotion
assessment from a fixed rate
to a rate based on the
average price that handlers
pay farmers for their milk
Forest pointed out that
initially this would increase
the assessment to nine cents
per hundredweight from the
current rate of five cents.
The change would not affect
the amount consumers pay
for milk in the market order
area. The rate increase was
recommended to keep pace
with the constantly in
creasing costs of operating
the program.

proposal that cooperative
association can offset their
pool payment obligations by
the amount of pool credits
due them.
Another recommended
amendment would eliminate
the channeling of handler
payments to individual
producers through the
market administrator. Such
procedure, m use since
October 1978, unposed an
added cash flow burden on
handlers buying milk
directly from producers.
Not recommended,
however, was a proposal
that would have eliminated
the channeling of handler
payments to cooperatives
through the market ad
ministrator. Forest said that
the current procedure, also
in effect since October 1978,
had corrected a serious

4-H Sheep
Club meets
in Carlisle
The third meeting of the
Conodogiunet 4-H Sheep
Club was held recently at
Waggoneers U.C. Church,
Carlisle.
A pamphlet on obstetrics
for sheep and one on sheep
prodution were handed out to
the members.
Samuel P. Hopford,
Summerdale, demonstrated
the use of the drop spindle
for spinning wheel. He also
talked about silk and raising
silk worms.
Next meeting will be held
on Wednesday, April 16, at
Clark Capozzi’s home where
the shearing of sheep will be
demonstrated.
