to Prepare an Environmen
tal Impact Statement. Pur
suant to Section 102 (2) (c) of
the National Environmental
Policy Act of 1969; the Coun
cil on Environmental Quali
ty Regulations (40 CFR Part
1500-1508); and the Soil Con
servation Service Rule (7
CFR Part 650); the Soil Con
servation Service, U.S.
Department of Agriculture,
gives notice that an environ
ment impact statement is
being prepared for the
Chi does Creek Watershed,
Lancaster and Lebanon
Counties, Pennsylvania.
This action may involve the
use of new innovative
nonstructural items such as
repositioning, floodproofing
or acquiring properties
within the 100-year flood
plain. Also, a flood warning
cwstem may be installed and
Qh accelerated conservation
land treatment program
may be included. Mr.
Graham T. Munkittnck,
State Conservationist,
therefore determined that
the preparation and review
of an environmental impact
statement is needed for this
Federally-assisted action.
The action concerns a plan
for watershed protection and
flood prevention. Alter
natives under consideration
to reach these objectives in
clude systems for conserva
tion land treatment,
nonstructural measures, im
poundments, channel im
provements and diking. A
draft environmental impact
statement will be prepared
for the entire project and cir
culated for review by agen
cies and the public. The Sod
Conservation Service invites
participation and con
sultation of all agencies and
persons with special exper
tise, legal jurisdiction, or in
terest to assist in the propos
ed action.
A public meeting was held
in the watershed on
December 6, 1979, which
described the alternatives
and various levels of
developing the proposed
nonstructural action. The
sponsors of the project met
with the Soil Conservation
Service on January 17,1980,
concerning the scope of the
evaluation of the proposed
action and their participa
tion in the project.
