Assessments now on a fixed rate schedule will be based on the average price that handlers pay farmers for their milk. The new rate will be one percent of the weighted average prices during the 6-month period ending September 30 of the preceding year. Smith said the change will increase assessments to 12 cents per hundred-weight for 1980 up from the current 7 cents. This increase, he said will have no effect on the retail price of milk which consumers pay. Another change will be that producers who don’t wish to participate in the Lancaster Farming, Saturday, March 15,1980—A3£ advertising and promotion program will have to file a request for a refund only once a year rather than each quarter. Also, producers will be able to receive refunds monthly rather than quarterly.
