He suggested that the Pennsylvania congressmen get behind efforts to adopt a con stitutional amendment that would place limitations on federal spending and taxation. The Pennsylvania Far mers’ Association supports the legislation, Senate Joint Resolution 56, introduced by U S Senator H John Heinz 111 (R-PA) and Richard Stone (D-FL). The proposed bargaining legislation contains four major provisions: (1) It requires the establishment of a system in the U.S. Department of Agriculture for defining and crediting voluntary membership producer associations as bargaining units; (2) It makes “good faith” bargaining a mutual obligation of the farmer and the handler-processor, (3) it eliminates such practices as coercion, intimidation, discrimination, bribery or other inducement on the part of either party and (4) It establishes rules and regulations for enforcement purposes Presently there are no requirements by the federal government for handlers or processors to negotiate in good faith with producer owned and controlled marketing associations Thompson also said his organization opposes any form of national health in surance, because “more than nine out of ten U.S. citizens are now covered by some form of health care insurance.” In his opinion, the “catastrophic"” health benefits now being proposed are ‘‘the first step toward the ultimate nationalization of aIIUS Health Services.” “The Department of Health, Education and Welfare predicted that medicare would cost $9OO million for the first full year of benefits,” Thompson stated. “The actual cost was $3.4 billion - almost four times the original estimate.
