Thornburgh highlighted a
number of programs that
are being discussed on the
Hill.
The government, in
conjuction with farm
organizations, have looked
at numerous pieces of
legislation that seek to
preserve Pennsylvania’s
farmland for its present
agricultural use.
“We have proposals before
the general assembly in
regards to changes in the
Clean and Green Bill,
changes in the inheritance
tax laws, and changes in the
capital gams tax laws.
These changes are
designed to give special
recognition to the charac
teristics of agriculture land
through out this Com
monwealth,” said Governor
Thornburgh.
He also spoke of the need
to supplement these
programs with programs for
promotion of Pennsylvania's
agriculture products and
providing markets, both at
home and abroad.

Recalling his recent visit
to Russia, Thornburgh noted
his particular interest in the
need for an export market of
Pennsylvania’s agriculture
commodities.
According to the Gover
nor, an agriculture export
market is non strategic, and
he hopes to work with the
Pennsylvania Department of
Agriculture and the USDA to
open that vista as well as
aggresively promote the use
of Pennsylvania’s products
within the State.
The Governor com
plimented the Secretary of
Agriculture, Penrose
Hallowell, for his fine job m
regards to agricultural
promotion.
In other areas, Thorn
burgh emphasized the im
portance or solving the
problems of the unem
ployment compensation
program.
“Unemployment com
pensation occupies the
center stage as far as the
economic future of this
Commonwealth. It needs a
solution,” emphasized the
Governor.
In regards to three Mile
Island, the Governor fielded
questions concerning the
lack of an independent
monitoring system and the
future of TMI -1.
The Governor emphasized
his concern for the safest
decontamination plan for the
plant.
“The cost factor is secon
dary,” Thornburgh said.
Thornburgh added, "In
my opinion, there is very
little prospect that those
facilities will come back on
stream as a contributor to

Hallowell said he hopes the
Milk Marketing Board and
the Department of
Agriculture will work more
closely to promote the dairy
products and eliminate the
problems of dealers not
having markets for their
products.
