to Hallowell’s security proposal

Penrose HalloweU will have
a great deal of convincing to
do if initial reaction to the
Agriculture Department’s
milk security proposal
remains firm.
Representatives of
cooperatives, dealers, and
farm organizations all were
cautious about comment
But almost all of the com
ment made was mildly
unfavorable.
Several spokesmen for the
groups said the Secretary’s

first tune Tuesday night,
was vague.
Most said they wanted to
see something in writing
before they took a furn stand
one way or the other.
The proposal would
require dealers to contribute
one cent per hundredweight
milk into a security fund if
they were not otherwise
bonded. Farmers would be
covered to 90 percent of any
loss.
It was the lack of in
formation and com
munication with persons and

groups close to the milk
security proposal seemed to
be the biggest objection of
many.
“I’m unhappy the
Secretary of Agriculture,
after attending many
meetings with us, has gone
off on his own,” said Eastern
Milk Producers President
Arden Tewksbury.
He said Hallowell’s
proposal “irritated”
Eastern and he said he felt
other groups had the same
feelings.
The proposal, as outlined
by Hallowell, is differem
than policy adopted by the
State Grange.
It also does not follow
policy adopted by the
Pennsylvania Farmers’
Association.
The Pennsylvania
Association of Milk Dealers
long has opposed any
program which called for
contributions by the milk
handlers.
The Grange, in policy set
in past years, had favored a
fund supported by the
dealers alone. This year they
changed policy to favor a
split contribution—one cent
by farmers, one cent by
dealers.
