Here’s how to update LANCASTER—Prior to September 30,1900, certified pesticide applicators whose 'current permit or license expires on that date must be recertified in order to qualify for a new permit or license. Applicators can meet the educational requirements for recertification by attending training programs dealing with pesticides and pest management. Or, in lieu of meeting these educational requirements, applicators can choose to take another examination, said Penn State pesticides specialist WinandK. Hock. On October 18, 1979, the Governor’s Pesticide Advi sory Board recommended that current rules and regulations governing recertification be modified to require private applicators to attend at least one update training session per year, or a total of at least three such sessions during each three year recertification period in order to qualify for a new applicator permit. The alternative to meeting these minimal educational requirements is reexamination. Commercial or public applicators will be required to attend a minimum of one training program in each category certified during each three year recertification period (note change from two or three years) to qualify for a new license. pesticide certification Again, the alternative is reexamination. These requirements should not be confused with the yearly commercial/public applica tor license renewals where applicators must provide evidence of proper insurance coverage and submit a $30.00 fee. The recommendations will be sent to the Secretary of Agriculture for approval, Hock said. For the recertification cycle which expires Sept. 30, 1900, private applicators will not be required to attend more than one training session. Since a firm commitment to go with a recertification program in the Commonwealth was made only this year, the Department of Agriculture will not require applicators to attend more than one update training program during the current recertification cycle which expires next September 30. Thereafter, however, the regular three year recertification cycle as recommended by the Pesticide Advisory Board will be in effect. At the end of the recertification period, the Pennsylvania Department of Agriculture will solicit documentation from certified applicators that they attended pesticide/pest management educational programs. These certificates, when properly filled out and signed by both the applicator and the trainer (i.e. Extension agent, industry representative), will provide the required evidence necessary recertification. In the event these certificates are unavailable at a training session, a letter, describing the nature of the program and signed by the trainer, will be acceptable as evidence of having received update training. According to Gerard J. Florentine, Pesticide Operations Coordinator, Pennsylvania Department of Agriculture, update training is not restricted just to programs conducted or sponsored by Extension/Penn State. (pesticide Industry manufacturers, dealers, equipment manufacturers, etc.), commodity or trade organizations, professional societies, other schools and universities (including vocational agricultural programs, correspondence course training, short courses, etc.), governmental agencies, private consultants, and others can conduct pesticide/pest management educational programs to be credited toward the recertification requirements. can be received out-of-state as well as within the Commonwealth of Pennsylvania. The proposals drawn up by the Governor’s Pesticide Advisory Board do not place any minimal time limitations or restrictions on the duration of a training program. for Although not bound by any time constraints when it comes to providing update training programs for pesticide applicators, all training agencies do, however, have a responsibility to provide the best information currently available on pesticides and other pest management concepts. Under the broad heading of pest management are included such things as pest identification, the biology of the pt.. •dtemative methods of pest control, application equipment and maintenance, new pesticide laws and regulations, IPM programs, health and environmental effects of pesticides, new product development, plus a whole host of other subjects relevant to pest management programs. Field days where pest control is a major topic would also qualify as e training program. Then certainly won’t be a deartl of suitable subject material to use in recertificatioi training programs, Hoc said.
