Two samples found with excess PCB
WASHINGTON, D.C. - Of
more than 350 randomly
collected tissue samples
from swine, poultry, cattle
and sheep and 60 egg product
samples tested for
polychlorinated bighenyl
since Sept. 17, only two swine
tissue samples were found to
have excess levels of PCB,
Assistant Secretary of
Agriculture Carol Tucker
Foreman said.
One of the contaminated
swine tissue samples was
traced to a hog producer m
Montana. The department is
still trying to trace the origin
of the other contaminated
sample which was taken
from a hog slaughtered m
Montana. Any producer
marketing bogs containing
PCB will have all future
shipments held and tested
for residues before they are
allowed to enter consumer
food channels.
Of 125 samples from egg
products being retamed by
the department under
suspicion of PCB con
tamination and from egg
product produced in plants
where other contaminated
products had been located,
13 were found to contain PCB
residues above the tolerance
set by FDA.
Foreman said analyses of
tissue samples from
recently-slaughtered meat
and poultry and from egg
product indicate the proßlem
caused by the accidental
leakage of PCB into animal
feed component at a Mon
tana plant is largely con
tamed.
In a Food and Drug Ad
ministration sampling of
retail food products m af
fected areas no food was
found to be contaminated
with PCB, Foreman said.
Foreman said the
department has intensified
its residue monitoring and
surveillance program and
testing of carcass tissues for
PCB will continue at the
intensified rate until

department officials are
convinced that satisfactory
controls are in place to
prevent PCB-contarmnated
animals from being
slaughtered.
A team of department
officials, headed by L. L.
Cast, deputy administrator
for compliance, Food Safety
and Quality Service, has
been at the Montana State
Department of Agriculture
in Helena to coordinate PCB
investigation and testing.
“We are encouraging
states to adopt a cer
tification program similar to
one developed by the
Montana Department of
Agriculture for hogs-this
will make it easier to resume
normal marketing,”
Foreman said.
Under the Montana
procedure, producers who
can prove they did not
purchase or use con
taminated feed will have
their hogs certified free from
SWINE
PCB contamination,
although the hogs remain
subject to the Agriculture
Department’s residue
sampling. The certification
program is designed to
protect Montana producers
from boycotts from out-of
state slaughter houses that
had discontinued buying
Montana butcher hogs.
The PCB problem began
when a July 6 tissue sam
pling taken from a laying
hen under the department’s
national residue monitoring
program showed a high level
of PCB. The source of
contamination was a leaking
transformer 'in a storage
shed at the Pierce Packing
Co., Billings, Mont., where
an unknown amount of PCB,
used as a coolant liquid in
the transformer, leaked into
the plant’s waste water
system. Pierce processes the
waste water for inedible
byproducts to be used in
meat meal, an animal feed
ingredient.
