Increased farm loans okayed
WASHINGTON, D.C. -
The Senate Committee on
Agriculture, Nutrition, and
Forestry recently voted an
increase of almost $2.3
billion annually in the
authority of the Farmers
Home Administration
(FmHA) to make loans to
farmers and rural com
munities.
The increases in the
lending ceilings recom
mended by the Carter Ad
ministration for FmHA
programs were contained in
a bill extending the loan
authority for the fiscal years
1960 through 1982.
An amendment to increase
the authority substantially
above the levels recom
mended by the Ad
ministration was offered by
Senators George McGovern
(D-S.D) and Bob Dole (R-
Kan.). The vote was 12 to 2.
Several members of the
Committee, including
Chairman Herman E.
Talmadge (D-Ga.) t said
prior to the vote the FmHA’s
lending authority in their
States was exhausted.

ownership, and $1.2, billion
for farm operating loans. It
also sets loan limits of $1
billion for water and waste
facility loans; $1.5 billion for
industrial development
loans; and $5OO million for
community facility loans for
rural areas.
The Carter Administration
has recommended $879.6 for
, real estate loans, including
$BOO million for farm
ownership, and $7OO million
for farm operating loans. It
has recommended $7OO
million for water and waste
facility loans; $1 billion for
industrial development
loans; and $250 million for
community facility loans.
The legislation authorizes
whatever funding is
necessary to make loans to
fanners who are hit by
natural disasters.
Under the Consolidated
Farm and Rural Develop
ment Act, farm and rural
development lending
authority for FmHA must be
renewed every three years.
