Wildlife federation
wants rules on
chemicals
WASHINGTON, D.C. -
The National Wildlife
Federation has called on the
U.S. Environmental
Protection Agency to tighten
the regulations the EPA
proposed last Fall for the
control of poisonous
chemicals and other toxic
substances.
The new rules, NWF said,
should place a higher
priority on safety than on
“alleged benefits” of new
compounds. The NWF
recommendations were
contained in a nine-page
study of EPA’s Proposed
Implementation Approach to
Toxic Substances Control,
which, the citizens con
servation group said,
showed “ho sense of
urgency.” The EPA
guidelines, NWF com
plained, placed too much
emphasis on “information
gathering-procedures, me
thods, mechanisms and
approaches” and not enough
on “corrective and
preventive action.”
EPA rules, when finally
adopted, should require
manufacturers of - new
substances to pass EPA
designed safety tests, the
conservation group said.
Otherwise, NWF pointed out,
the burden of proving that
the compound is risky would
fall on EPA and the EPA
would be able to prevent the
manufacture of a potentially
harmful substance only by
going to court.
