Stop federal paternalism, says Grange Master
John Scott
DENVER, COLO. - John
W. Scott, master of the
National Grange, strongly
defended the need for
strengthening and main
taining the country’s family
farms during an address
here Monday following the
opening of the Grange’s
112th annual session. Scott
said America cannot afford
to lose the rural values that
would be lost with the
demise of the family farm.
He warned that government
farm programs and tax
policies favor larger farms
and high income investors.
He called for a change in
federal farm support
programs and tax and credit
which could assist family
agriculture, not hasten its
death.
Scott said inflation is
placing fanners in a difficult
cost-pnce squeeze. He said
two-thirds of the retail price
of food is determined by off-

farm costs and farmers do
not have any profit
protection. During the past
11 years, farm costs have
increased 130 per cent while
prices received by farmers
increased only 114 per cent.
He said inflation is caused
by excessive demand
created by the government
in its misguided efforts to
budget deficits and by the
expansion of the money
supply. He said Americans
must end the era of federal
paternalism and return
government to its proper
role. Scott called for a
balanced budget, an end to
deficit spending, a drastic
reduction of our dependency
on foreign oil and increased
productivity as the major
means to control inflation.
Scott said another serious
concern affecting farmers is
agricultural - transportation
service. He feels the quality
of service would be im
proved if competition were
encouraged and backhaul
opportunities expanded. He
said more regional and local
planning is needed and that
agriculture should be
represented in all policy
matters relating to tran
sportation He also
recommended better
utilization of rail cars and
more emphasis on
agricultural transportation
research.

Ihe over-reguidtion of
business by the federal
government is leading to a
no-growth economy,
diverting private investment
from productive uses to non
productive uses, lowering
productivity and adding to
inflation, warned Scott. He
supports the President’s
announcement to create a
Regulatory Council. The
Council will coordinate
duplicate or overlapping
regulations and develop a
list of all federal regulations
explaining their cost,
objectives and why they
must be issued. In addition,
he recommended that those
responsible for issuing
regulations should not be in a
position to justify the need
for those regulations. He
also said an economic im
pact statement should ac
company all regulations that
affect a given industry and
that the review panel should
look into de-regulations as
well as additional
regulations.
Scott said excess taxation
with representation is just as
bad as taxation without
representation. He said to
cut taxes without spending
at the federal level only
leads to deficit spending and
increased pressure on in
flation. He also said state
and local tax reduction is
meaningless without reform

money saved at the low level
is subject to taxation by
Washington.

factors will influence con
