Agricultural Export Trade
Expansion Act of 1978 to
President Carter’s desk for
signature.
In terms of the general
agricultural welfare and its
potential to the nation’s
balance of payments, the
Pa. farm survey to be done

tional agricultural survey
will kick off in late
November and early
December to determine how
many acres farmers planted
to winter wheat and what the
latest facts are on livestock
and poultry numbers.
Pennsylvania producers
will be asked to cooperate in
this undertaking. Participa
tion is voluntary but very
essential to reliable final
estimates, according to Wal
ly Evans, Statistician-in-

Efforts to extend credit
terms to qualifying foreign
purchases of U.S. breeding
livestock from three to five
years was begun several
years ago by HFA, he said.
The provision was
achieved under credit terms
producers during the per
sonal interviews will be kept
confidential and used only in
state and national sum
maries.
Estimates of winter wheat
acreages, along with a pro
duction forecast, will be
published on December 21 by
the United States Depart
ment of Agriculture as the
first indication of how pro
ducers in Pennsylvania and
the nation have responded to
the farm program involving
acreage set-aside provi
sions. Estimates of hog
numbers and the early 1979
pig crop also will be publish
ed on December 21, and the
dinner which has been
scheduled for 7 p.m.
The meeting is open to the
public.

preference legislation.
These interests continued to
present uncertainties until

January 1979.
The estimates will provide
producers and others in
agriculture with the
necessary background in
formation to make decisions
affecting production and
marketing operations.

House floor, Rumler said.
Earlier this year efforts
were put forth by HFA to
incorporate “cost and
freight” for breeding
livestock and ten-year credit
terms for breeding livestock
into the legislation.
In connection with those
provisions of the new Act
which specifically assist in
the establishment of an
international competitive
position for the sale and
export of breeding livestock,
Rumler gives full credit to
the cooperation shown
between the USDA, the
members of HFA “Group
Two-Fifty,” and Export
Coordinators who help,
justify the value of the new
provisions.
There are other provisions
in the Act which are con
sidered significant: 1)
establishment of some 25
Agricultural Trade Offices
located throughout the world
to supplement the activities
of the Agricultural Attaches;
2) upgrading a number of
Agricultural Attaches to the
title of Agricultural Coun
selor to balance their
counterparts from other
nations; and 3) upgrading of
