Senate defeats school lunch transfer attempt
WASHINGTON, D.C. - A
Senate leader in the suc
cessful fight to block tran
sfer of the school lunch
to the proposed
U.S. Department of
Education said last week the
action should discourage
future "predatory raids” on
the Department of
Agriculture.
U.S. Senator Herman E.
Talmadge, chairman of the
Senate Committee on
Agriculture, Nutrition, and
Forestry, said the action of
the Senate leaves the school
lunch and other child feeding
programs in ‘‘strong,
competent, sympathetic
hands.”
“I hope the decisive action
of the Senate in refusing to
disrupt the school lunch
program will send a
message to others who would
like to dismember and
dismantle the Department of
Agriculture,” Talmadge
said. “I hope there will be no
further predatory raids on"
the Department under the
misguided name of gover
nment reorganization.”
The Senate last week, by'-
voice vote, deleted the
proposed school lunch
transfer from a bill to create
a £ new Cabinet-level
Department of Education. A
similar Department of
Education bill is pending in
the House, but the proposed
school lunch transfer was
deleted in Committee.

For months, Talmadge
has led the effort in the
Senate to retain the school
lunch and other nutrition
programs in the Department
of Agriculture. Under his
leadership all 18 members of
the Senate Committee on
Agriculture, Nutrition, and
Forestry were among 59
Senators who co-sponsored
the amendment to strip the
school lunch program from
the Department of
Education bill.
The Carter Administration
had proposed and strongly
hacked the transfer.
During Senate discussion
of the -issue, Talmadge
argued that the school lunch
program, as a part of USDA,
serves a dual function - it
supports the agricultural
economy through
distribution of surnlus farm
commodities and provides
nutritious meals to the
nation’s school children.
“Even during periods of
agricultural surpluses,
USDA supplements the
surpluses with purchases of
other, non-surplus com
modities that schools need,”
Talmadge said.
“Such .a balanced ap
proach vyould be difficult to
work out with a split
jurisdiction in which USDA
procures and ships com
modities, but a Department

could “seriously jeopardize
the strength and well-being
of the child nutrition
programs.”
“Moving these programs
to a Department of
Education would place them
in an organization which is
not concerned with the
formulation or execution of
nutrition policy,” Talmadge
added. “Furthermore, it
would whittle away at the
functions of USDA, using
federal reorganization and
efficiency as an excuse.”
If the school lunch transfer
snould succeed, Talmadge
warned, it would encourage
other Federal agencies to
take over other USDA ac
tivities such as the Forest
Service, Soil Conservation
