Construction is scheduled to begin this momh and be completed by January 1980. The new center, to be administered by USDA’s Animal and Plant Health Inspection Service (APHIS), will replace a similar facility operating since 1903 at Clifton, N.J. APHIS Ad ministrator Francis J.
