Energy conservation required
for rural electric financing
WASHINGTON, D.C. -
Alex P. Mercure, assistant
secretary of agriculture for
rural development, has
directed the" Rural Elec
trification Administration
(REA) to draft regulations
that would require rural
electric cooperatives to
include energy conservation
plans in all applications for
future REA loans.

said the policy was needed /
“because oUr* studies show
the sharply higher cost of
new electric generation,
transmission and
distrubution facilities
coming into service now and
in the near future could
result in doubled or even
tripled rural electric rates in
the 1980’s.
Mercure said he had also
asked the National Rural
Electrification Cooperative
Association (NRECA) to
help develop an aggressive
and effective energy con
servation program and to
help local electric
Cooperatives develop their
own programs. “NRECA
and its members have many
times rallied around
programs which were in the
best interest of the country,”

“to dedicate a reasonable
amount of money and per
sonnel to energy con-,
servation programs.”
Also required, he said,
would be a description of
current conservation efforts
by the cooperatives and
hoard of directors’
resolutions mandating
conservation.
After the draft policy is
released by REA in an
estimated 90 days, a formal
comment period will be an
nounced. However, Im
mediate comment and
recommendations are en
couraged, Mercure said.
