livestock, and poultry far
mers is available from the
Lebanon County Con
servation District Office.
This free manual can be
picked up in the recently
relocated office in Room 110
in the County-City Municipal
Building. Covered in the
manual are guidelines to
follow in the daily land ap
plication or storage for later
application of this valuable
soil conditioner and source of
plant nutrients.
Farmers planning to in
crease the number of dairy
cows, livestock or poultry on
their farms, or planning a
change in their method of
handling animal wastes
should obtain a copy of this
manual.

Bergland has appointed
Charles B. Jennings of
Kansas City, Mo., ad
ministrator of the Packers
and Stockyards Ad
ministration (P&SA) of the
U.S. Department of
Agriculture.
Since 1970, Jennings has
been president of the Kansas
City Stock Yards Co., which
operates one-of the major
livestock markets in die
nation, as well as three
restaurants. He has been
responsible for long-range
planning day-to-day
operations of the firm.
As P&SA administrator,
Jennings, a former USDA
employee, will direct all
USDA activities carried out
under the Packers and
Stockyards Act. The P&S Act
Alternatives to daily
spreading are given with
benefits and problems of
each system listed.
The Conservation District
will provide the farm owner
operator with soil feasibility
evaluation and design of
earth bank structures if he
is planning this type of
alternate system.
This manual was prepared
by specialists in D.E.R.,
Agricultural Extension, and
the Soil Conservation Ser
vice with assistance by
representatives of the
Pennsylvania Farmers
Association, the Grange, and
Farmer Union. Limited cost
share assistance is also
available from the
Agricultural Stabilization
and Conservation Service
office in the Sardon bidding
north of Lebanon.

Jennings was president of
the American Stockyards
Assn., a trade association
with headquarters in
Washington, D.C. Before
that, he was for seven years
vice president of the Denver
Union Stock Yards Co. in
Denver, Colo.
Jennings, 69, first joined
USDA in 1946 as a marketing
specialist with the packers
and stockyards program. He
reviewed trade practices in
the livestock marketing
industry and worked in
district offices in Kansas
City, Cleveland, Oklahoma
City, Chicago and Denver.
He was a district supervisor
when he left the USDA in
1955.
