Signing the memorandum of agreement forming the committee were Secretary of Agriculture Bob Bergland, Secretary of the Interior Cecil D, Andrus, Secretary of Commerce Juanita M. Kreps, and Administrator A. Vernon Weaver, Small Business Administration (SB A). The committee consists of a representative designated by each of the four principals. Representing Secretary Bergland and serving as committee chairman will be Dr. M. Rupert Cutler, assistant secretary for conservation, research and education. The committee executive secretary will be the administrator of the Federal Diaster Assistance Administration (FDAA) or his designee. The memo established a uniform procedure for designating Emergency Drought Inpact Areas (EDIA). The governor of a state may request that the committee designate all or part of his state as an emergency drought impact area, the committee secretary will record it and publish it in the Federal Register. Designation of an area will make it im mediately eligible for available aid from SBA and the three departments. If a committee member objects to such a designation, the committee will forward the request for designation to each individual agency for independent action. One of the first actions by the committee was to publish a list of 24 states and some 1,200 counties that are potentially eligible for emergency drought assistance. The listing of eligible areas includes all areas previously designated for - drought assistance by FDAA.SBA, the Farmers Home Ad ministration and Agricultural Stabilization and Conservation Service of the U.S. Department of Agriculture, and areas in which Interior Department Bureau of Reclamation projects are located. The committee stressed that designation of a county at this preliminary stage does not confer automatic entitlement to drought aid. Individuals or communities still must meet separate egilibility requirements established by each agency. The new procedure will reduce the time required by state and local governments to obtain an emergency designation from each of the separate federal depart ments or agencies. A single request-if approved-can clear the way for emergency assistance from all affected agencies. 101
