Association’s annual
Legislative Tour to the
CapitoL Over 400 farm men
and women attended the
afternoon session.
Legislators joined theq: rural
constituents at the Penn
Harris Motor Inn in Camp
Hill for an evening banquet.
There are a large number
of bills in the Senate and
House to be considered by
the General Assembly that
would affect farming
operations across the state.
Five major issues were
outlined by PFA’s Director
of Public Affairs, Chester
Heim, to come up for
possible action in the Senate.

Senate Bill I is a proposed
amendment to the Penn
sylvania Constitution which
would provide for the
election of the Attorney
General. The position is
presently an appointment
slot.
“Sunset legislation” is
what Senate Bill 2 is com
monly termed. This proposal
would require periodic
review and expiration of all
agencies to determine if they
are accomplishing the
purpose for which they were
intended. Similar directives
are found in Senate Bill 314
which would require the
General Assembly to have
periodic inspection and
evaluation of the state’s
executive departments,
agencies, and boards and
commissions.

The above bills are all
various committees, and are
expected to come up for
possible voting during the
next few months. PFA is
supporting these issues.
There are, however, two
farm interest Senate
proposals that the state-wide
farmer’s lobbyists are op
posing. Both have to do with
milk regulations. Senate
Bills 172, 173 and 174 all
speak to the issue of milk
pricing and would authorize
competitive bidding and
selling to the lowest bidder
for school milk purchases.
This proposal would
eliminate the Milk
Marketing Board. Milk
sanitation is tackled in
Senate Bill 362 which would
grant rights for milk
sanitation inspection and
labeling standards to local
municipalities.
Several House Bills are
also earmarked for farm
monitoring as the legislative
activity picks up speed.
Especially crucial is House
Bill 111 which deals with the
hottest issue in the area at
the moment, land con
demnation. That bill would
restrict the right to condemn
land for highways or waste
disposal facilities, and would
provide for a committee to
determine feasibility of an
alternate site on less prime
agriculture land.
Tied closely to recent
federal law changes is House
Bill 103, which would ap
praise agricultural and
forest land based on use for
state inheritance tax pur
poses. The Senate is ex
pected to introduce a similar
bill shortly. Another tax
related proposal is House
Bill 236, affecting in
stallment sales provisions. If
enacted, this legislation
would permit real and

personal income taxes to be
paid when monies are
received on installment
sales, rather than in one
lump sum at initial
agreement time.
Unless House Bill 630 is
enacted before July 1, far
mers will find themselves
applying for permits for
moving any piece of
machinery on the open road
that measures wider than
ten feet. That bill would
amend current legislation
allowing oversized im
plements of husbandry to
travel within a radius of 25
miles of the owner’s farm
without a permit.
House Bill 112 is another
proposal that the Association
is encouraging legislators to
back. Under that bill, the
Agriculture Department
would be allowed to establish
and regulate marketing and
bargaining processes for
farm producers.
