    Farmers Union passes 37 resolutions
CAMP HILL, Pa. - At their annual meeting held here
earlier this year, the Pennsylvania Farmers Union passed
the following state resolutions.

Smokey Glen Farm MUSEUM for 1977, Farm & Home
Antiques Co. will offer at auction various Antiques and
Collectibles. Jan & Bill Tait of Farm & Home Antiques
have been collecting items for display in the Museum
for five years and each year find the storage space for
old items and used displays is becoming more and
more critical. Items will be sold in order as listed in
catalog. Some consignments have been accepted to

1. We recommend a change in the Pennsylvania Vehicle
Code which would allow an annual inspection of farm truck
with farm truck license in lieu of the semi-annual inspection
now required for trucks. These inspections are to be con
ducted by authorized inspection stations as now required.
2. We request an investigation by the Insurance Com
mission on the rating disparities now existing between self
propelled equipment and other farm equipment. If these rate
differences cannot be justified by loss and revenue
from the Insurance Commission, we recommend that Far
mers Union take appropriate action to equalize the fees per
unit of coverage.
3. We oppose the restrictions that will apply on moving
farm equipment upon or across public highways, in the
Pennsylvania Vehicle Code which will become effective July
1, 1977. We recommend an amendment that would exempt
from permit requirements all farm equipment under 174
inches (14 Vt feet) used by the owner and-or operator in his
own operation.
4. We commend the advances made in farm truck licensing
and recommend that the mileage allowance be extended
unlimited-statewide.
5. Recognizing the regressive taxation method of property
tax, we recommend a change in the Pennsylvania State
Constitution to allow a graduated income tax as a means of
supporting schools at local levels. The revenue derived from
this taxation shall eliminate the school tax Lorn property
taxation.

6. We recommend the enactment of a state law prohibiting
the entry of non-farm corporations, limited partnerships with
non-farm interests, or other non-farmer structures into
agriculture and forcing those already in agriculture to divest
themselves of their agricultural interests.
7. We oppose state farms which have been closed by state
welfare and correctional institutions being rented or sold for
other than agricultural use. We further recommend that
state farm lands be kept for agricultural purposes and that
they be taxable by local taxing bodies.
8. We favor legislation that will prohibit the condemnation
of prime farmland for certain purposes unless a committee
composed of the state planning board, the dean of the college
of agriculture, the secretary of agriculture, the secretary of
DER, and two active fanners appointed by the governor
determine that there is no prudent or feasible alternative.
9. We recommend legislation to amend the Inheritance and
Estate Tax Law of 1961 to allow for agricultural land and
forest reserve to be taxed for inheritance purposes on its
value for such uses.
10. Due to the need for relieving the burden of transferring
farm property from one generation to another, we recom
mend a change in the state inheritance tax to exempt to
1200,000.00, which amount shall be increased annually to
reflect changes in the cost of living index, for farm property
to surviving spouse or direct lineal descendents, providing
the land will not be converted to non-agricultural use for a
minimum of ten years. If the recipient of the tax exemption
would not continue with the provision for exemption, the
original tax schedule would apply.
11. We recommend that depreciation should not be con
sidered as income when applying for educational grants.
12. We oppose present income tax provisions requiring
payment of income tax on entire sales price of property on
contract sales in the year of sale. We recommend a change in
the law to allow payments to be taxed in the year payments
or income is received on contract sales or any other deferred
payment sales.
13. We oppose throwaway and other non-returnable con
tainers.
14. We recommend a change in the Pennsylvania Game
Law which would allow fanners to keep deer killed because
of crop damage, whether the land is posted or not.
15. Due to crop loss and farm machinery damage (due to
burrows) that are imposed on farmers, we urge the Game
Commission to change from the present regulated season to
an open (year round) season on groundhogs (woodchucks).
