Robin Beard has introduced
legislation he said would
limit the use of agricultural
exports as a tool of foreign
Policy and end “discrim
ination ” against
fanners during embargoes
of farm exports.
Calling his bill a “balanced
embargo concept,” Beard
said that during an embargo
on a farm commodity, his
legislation would require
equal restrictions on the
export of all products related
to the production of the
embargoed farm product,
such as fertilizer, diesel fuel,
baling twine, etc.
does intend to ensure that
when an embargo is deemed
to be in the national interest,
then the consequence of that
decision will not mean that
farmers as a group will
suffer an undue burden,”
Beard said.
The congressman said his
bill would equalize this
discrepancy by pr
prohibiting manufacturers
of farm-related products
from selling abroad the
domestic surplus created by
the embargo on the farm
product. This would, he said,
assure the farmer that, when
the embargo is lifted, he will
have access to those
necessary materials at
approximately the same
price they were prior to the
embargo
Referring specifically to
the embargoes of last
summer, Beard said they
were ‘‘especially
aggravating” since the
American farmer
previously had been en
couraged to maximize food
production “to meet an in
creasing domestic and in
ternational demand for farm
products and were given
assurances they would have
free access to export
markets.”
In effect, he said, the bill
will force the Administration
to “think twice” before
tampering with the farmer’s
markets which he called
“the most severe form of
meddling” with the free
market system.
Beard said the embargoes
on farm products have also
aggravated the problem of
fluctuating prices m farm
equipment and other related
products on an open market
while farm incomes are
restricted by Federal
regulation.
“The bill does not intend to
challenge the authority of
the President to establish
export controls. However, it

Beard called the situation
“an example of what can
happen if decisions on
agriculture policy are
controlled by an agency of
government responsible for
international policy rather
than agriculture.
