Miller said the reporting procedure should apply to Senators, Representatives, military men and women, judges and federal bureaucrats. He pointed out that injustices occur all too often in the bureaucratic in terpretations of these regulations. Aamodt would propose legislation to create a three man board of local citizens to arbitrate all disputes. The board would be impowered by law to render final and binding decisions. Interpretation and control of federal directives would be restored to the local com munity. Aamodt has made the role of the people in government the theme of his campaign. During a recent meeting of the Republican Club of Parkesburg, Aamodt said a qualified representative - could do his job well from the beginning of his term. Further, Aamodt suggested legislation that required all congressmen to step down after eight years, at which time an open and unendorsed primary would be held. Corruption and political dynasties would be checked and more capable people would be encouraged to enter public life. The eight year maximum term would eliminate the abuse of the seniority system. With the dead hand of seniority removed, a qualified congressman could carry more influence from the beginning of his term, he said. Lancaster Mayor Richard M. Scott, a Republican candidate for Congress is taking a week’s vacation without pay from his mayor’s job to devote his full efforts to a broad sweep of the district in the last week of the campaign. Lewis endorsed President Ford’s intention to seek a “negotiated of orderly marketing of specialized steel between America and other nations” but called on the President “to stand firm on his pledge to impose import quotas if a negotiated settlement is not reached by June 14. “For some strange reason the United States In ternational Trade Com mission does not seem to believe the problem is just as serious in the mushroom industry which is so vital to our District.
