Futures
trading
began in
CHICAGO - In the spring of
1851, two grain merchants
here in Chicago who had
been swapping grain agreed
to a novel contract calling
for delivery of 3,000 bushels
of corn in June at one cent
under the March price. This
was the beginning of modern
futures trading in a stan
dardized market. Trading
grew since the commercial
benefits of futures contracts
were obvious - the
stabilization of price risks
inherent in the production
and sale of agricultural
products.
From another viewpoint,

however, just as apparent as
the benefits of trading was
the potential for damage to
the public. Price fluctuations
caused by manipulative
trading locked speculators
into heavy losses. Bucket
shops flourished. There were
several massive comers late
in the century in the wheat
and corn market. Com
mission merchants went
bankrupt, settling out at IS to
20 cents on the dollar. The
public, farmers and other
market users - seemed often
to be literally at the mercy of
a marketplace gone beserk.
Farmers felt threatened
by the “grain and cotton
gamblers” as they were
called. In 1921 Congress
enacted the Futures Trading
Act to regulate grain
trading. It was a weak an
swer to a major problem.
The industry continued to
grow and diversify; and the
first law was amended
several times. However,
even in the 1970’s a third of
the contracts traded were
still outside any kind of
federal regulation and the
remainder only regulated by
a handful of federal em
ployees - The Commodity
Exchange Authority In the
Department of Agriculture.
This set the scene for 1973 -
the year Congress proceeded
to completely overhaul the
federal law starting at the
top by creating a completely
independent 5-person
regulatory Commission to
administer the Act - the
Commodity Futures Trading
Commission.
