Also at the most recent meeting, Carl Wagner a citizen from Annville in Lebanon County questioned the Water Quality Management Policy DER is using until the COWAMP Study is completed. Part of the current policy is that presently planned sewerage facilities which are necessary should proceed as planned. Mr. Wagner stated COWAMP may change the stream standards that these planned facilities are required to meet, thus rendering the facilities either over or under designed. Therefore, DER should allow exception in its policy. Ted Clista of DER replied that in cases where pollution is occurring the law requires that it be abated. DER policy is intended to allow flexibility in decision making which is consistent with the law.
